Why the video comes out without a watermark

TikTok keeps two versions of every video: the one you see in the app, with the logo and username overlaid, and the original it uses for playback. TikSave takes the original, so there is no logo to crop or blur.

The quality is whatever the creator uploaded. If the original is 1080p, the HD option gives you 1080p.
